Millbrook First Nation is a Mi'kmaq community located within the town of Truro, positioned in the hub of Nova Scotia. Millbrook First Nation also has reserve land in Beaver Dam, Sheet Harbour, Dartmouth, and Cole Harbour, along with other privately owned lands near Truro and Sheet Harbour.

This Moment, This Position
The Lands Manager oversees the management, administration and planning of Millbrook First Nation lands. This role ensures compliance with all relevant laws and policies related to land administration, resource management, environmental stewardship, and community development. The Lands Manager will act as a key representative in negotiations and consultations while providing expert advice to leadership, community members, and third parties.

The Lands Manager ensures the efficient management of reserve lands in accordance with the Indian Act, other applicable federal and provincial regulations, and Millbrook First Nation’s policies and traditions.

Seeking an organized, experienced and motivated individual to manage the newly established Millbrook First Nation’s Lands Strategy. This role is responsible for both the administrative and management functions as well as liaising with all parties to ensure the efficient management of reserve lands pursuant to the Indian Act, various other provincial, federal laws and regulations as well as the policies and traditions of Millbrook First Nation. The Lands Manager is responsible for ensuring that the goals and objectives, mission and mandate of the Millbrook First Nation, as it relates to Lands, are achieved.

The Package
Salary: $75,000 - $90,000

Benefits & Pension: Health & Dental Benefits, Pension, Vacation and Holiday closure in December

Location: In-office in Millbrook or Cole Harbour, Nova Scotia

Travel: Travel time to and from field-work locations, site visits and meetings with community members and/or proponents.

Job Description
How You Would Contribute
Land Administration & Resource Management:
Ensure compliance with all laws and policies governing First Nation lands, including land transactions, development, and resource management.
Provide information and guidance to community members and external interest holders regarding land interests, grants, transfers, and related processes.

Negotiations & Interest holder Engagement:
Represent Millbrook in negotiations with third parties, federal agencies
Provide input and advice to Indigenous Services Canada (ISC) about the views of Millbrook regarding the management of its lands under the Indian Act.
Negotiate and formalize land lease agreements, permits, rights of way, allotments, and transfers.

Document Review & Compliance Monitoring:
Review and approve land-related documents, including land use permits, leases and licenses.
Monitor leases and agreements to ensure compliance with contractual terms and conditions.

Mapping & GIS Management:
Maintain accurate and up-to-date land records, maps, site plans and surveys.
Manage historical and current land information and oversee data input within GIS systems.

Reporting & Analysis:
Provide statistical reports on land use activities and maintain land use inventory records.
Conduct evaluations on department activities, achievements, and progress for presentation to leadership.

Dispute Resolution & Community Engagement:
Address and resolve land disputes and complaints.
Lead community consultations and voting processes related to land designations, leases and resource development projects.

Leadership & Strategic Planning:
Report to the Chief and Council, the Executive Director and the membership as required.
Develop and implement control and safety measures for land management matters.
Manage consultants and legal advisors, including contract development and oversight

Education and Qualifications
Bachelor’s Degree in Lands/Resource Management, Environmental Studies, Land Use Planning or a related field. A combination of education and experience will be considered.
Registered Professional Lands Manager Certification or willing to enroll.
Proven expertise in First Nation land management, land use planning and resource management.
Experience collaborating with all levels of government, with a particular focus on federal and provincial agencies.
Proficiency in GIS systems and land data management
Ability to interpret and maintain maps, site plans, and survey documents.
Strong negotiation, communication and interest holder engagement skills
Experience with legal documentation, leases and land agreements
Familiarity with relevant legislation, including the Indian Act
Proven problem-solving skills, particularly in dispute resolution.
Ability to work indoors and in-field in all weather conditions. Field work involves surveying, site visits, and assessments of environmental hazards.

The Ideal Candidate
The ideal candidate for the Lands Manager has deep knowledge of policies, directives, regulations, and legislation related to the management of reserve, surrendered, and federal Crown lands, including the Indian Act, Species at Risk Act, Impact Assessment Act, and Fisheries Act. They are familiar with land registration principles, land-use planning, environmental management, and processes such as Additions to reserve, land designations, surveys, and service agreements. They will have proven financial monitoring and record-keeping skills.

The candidate will have the ability to accurately assess and interpret complex evidence relating to land titles and interests, conduct negotiations, and ensure compliance with land instruments. They should be skills in interpreting survey plans, environmental assessments, contracts, and appraisals while using electronic land and environmental management systems. Excellent research, analytical and report preparation skills are critical for success in this role.

The successful candidate will be highly adaptable, and capable of managing a dynamic workload and shifting priorities under pressure. Effective communication skills are essential for collaborating with staff, community members, agencies, and external interest holders. They will have proven problem-solving, decision-making, negotiation, ethical judgment and the ability to deliver presentations an consultations related to land issues. The candidate should be a dependable team player committed to fostering a positive and productive environment.
